Abstract
"Cover Story" piece on tax-payer supported art and culture in Portland, and an analysis of what tax-dollars are buying and how much it is costing. With special focus on groups like PCA Great Performances and the Portland Arts and Cultural Alliance (PACA), a nonprofit funded by $60,000 in city money. Since January, when City Councilor Jay Hibbard revealed the city was looking at a possible $11.6 million shortfall in next year's budget, Hibbard has been pledging to undertake a thorough review of everything on the municipal accounting books, including funds channeled to arts and cultural organizations.
