Abstract
The S. D. Warren paper mill employs one in every three Westbrook workers, and contributes one-third of the city's tax revenues. Scott Paper Co., parent of S. D. Warren, has put the mill on the market, and employment has dropped from 1,600 in September 1992 to 1,300 today. Westbrook mayor Ken Lefebvre has proposed creating a municipal utility, using the excess electricity that the mill produces to reduce electric rates for residents and industrial users and lure new business to the city with cheap rates. Central Maine Power Co., which stands to lose millions in revenue, doesn't think too much of the idea. Details.
