Abstract

"City" piece on a 7-foot-high by 20-foot-wide chainlink fence that Boulos Property Management has installed across an alley on Exchange Street in Portland in response to increased vandalism in Canal Plaza. Local merchants understand the purpose of the fence, but they don't like the way it looks. Typically, any alteration of property on Exchange Street requires approval by the city's Historical Preservation Committee. However, there was no proposal by Boulos and no approval from the committee.
