Abstract
Moses Sebunya, cultural affairs coordinator for the Portland Police Department, recently had his position reclassified from a grade five to a grade six, which combined with two merit raises gave him a 27 percent pay increase, to $29,231. Someone sent a copy of a city memo outlining the raise to the media, along with a letter saying Sebunya's work didn't merit a raise. The letter claimed that Sebunya advocated for African Americans but not for other minorities, a charge that Sebunya denied. Details.
