Abstract
Minorities comprise 4 percent of Portland's residents yet hold only 2.7 percent of the city's 1,100 municipal jobs, a fact which makes local black activists increasingly unhappy. A meeting between members of Portland's minority community and City Manager Robert Ganley about the city's hiring practices resulted in Ganley promising to hire a person whose position would be to ensure that more minorities would be hired.
