Abstract
Portland city manager Robert B. Ganley has suggested that municipalities should take over commercial trash collection. Funneling all trash to the Regional Waste Systems (RWS) incinerator would be one way to keep the trash-to-energy plant solvent. The RWS board met January 26 to consider its financial problems, and shifted funds targeted for equipment and repairs to cover an immediate budget shortfall.
