Abstract
Many observers believe the referendum to impose term limits on Maine's legislators and top state officials is the work of philanthropist Elizabeth Noyce and consultants Rick Barton and Ted O'Meara. The campaign was actually created by three Republican attorneys, Owen Wells, John Opperman and Craig Denekas, who incorporated a term limits organization six months before Noyce contributed any funds.
