Abstract
Jackson Brook Institute in South Portland was established as a private, for-profit mental health care facility in 1979. In the fiscal year ending June 30, 1986, JBI operated without any Medicaid revenues. Medicaid revenues for fiscal year 1993 totaled $11.6 million, or 51.7 percent of JBI's revenues. JBI's growing slice of the Medicaid pie suggests that the state has become increasingly reliant on the facility as an alternative to the Augusta Mental Health Institute, and some observers say that is bad news for both the mentally ill and Maine's taxpayers.
