    Abstract

    "North by East" piece on Portland regulations that require anyone doing business on city streets to purchase a $225 permit, provide liability insurance, and pay up to $40 an hour to take up space with an easel downtown, raising obstacles for artists. The Maine Civil Liberties Union has taken up the artists' cause. A moratorium is in effect while the city seeks a compromise.
