    Abstract

    "North by East" piece on how the ratio of native Mainers to residents "from away" almost matches the proportion of members in the Maine Legislature. Although Maine does not discriminate against out-of-staters in the Legislature, it had the fourth-highest percentage of 20th-century, native-born governors in the country, at 88.9 percent.
