Abstract

"The Talk of Maine" piece analyzing the role of county governments in Maine, a function that is under pressure as the state seeks to economize by taking over county jails. Maine's county government has no independent taxing authority and is weak in comparison to municipal government. In the weeks after the county jail takeover was announced, county commissioners were unable to agree on a united response. Aroostook County, which along with Knox County has a charter and more control over its own affairs, has a reputation for efficiency and competence. County government advocates hope such successes can pave the way to offering other services.
