    Abstract

    "North by East" piece on the 2006 Uniform Crime Statistics report released by the FBI, which shows Maine on top, with 115.5 violent crimes per 100,000 people. The standing comes despite a 2.6 percent increase in crime in Maine compared to 2005. Robert Schwartz, executive director of the Maine Chiefs of Police Association, credits Maine's rural character and lack of organized gangs.
