Abstract
FPL Energy inherited a contract from Central Maine Power, the original owner of Fort Halifax Dam in Winslow, requiring that the dam be removed or a fish passage be constructed. FPL wants to remove the dam, but a small group of waterfront residents, spearheaded by Kenneth C. Fletcher and calling themselves Save Our Sebasticook, has battled as far as the U.S. Supreme Court to preserve the dam and its lake-like impoundment. The court declined to hear the case, but Fletcher and SOS battle on. They are appealing the decision to the town's Zoning Board of Appeals in a last-ditch effort. Details.
