Abstract

“Talk of Maine” piece about Portland Mayor Michael Brennan’s proposal to raise the minimum wage in his city. While the plight of the working poor is especially acute in Lewiston/Auburn, even Portland has a growing income gap between the wealthiest and the poorest. Includes a look at the historical context of federal minimum-wage laws, from its start in 1938, to the era of big-box retail stores. Also looks at the challenge of implementing such a hike in a place like Portland, which has one of the highest percentages of small businesses in the country.
