Abstract

Longstanding traditions in the lobstering industry are threatened by proposals to lease the sea bed under Casco Bay for acquaculture. Potentially displaced lobstermen and fishermen have the burden of proof in lease hearings, undermining their confidence in the state Department of Marine Resources and heightening their fears that marine capital will go out of state and overseas.
