Abstract

Unlike almost any other American city, Portland has a relatively undeveloped archipelago of rural islands. They face increasing pressure from the coastal development boom. Recent rezoning has given the city more freedom to develop island property, starting with Dictar's proposed Diamond Cove resort on Great Diamond Island. Details, profiles of all six islands.
