Abstract

An examination of how two French islands off the coast of Newfoundland, Saint-Pierre and Miquelon, survived Canada's 1992 cod moratorium. Overnight, residents of the Canadian coast and of this French archipelago found themselves without work. How each community responded to the economic crisis differed. The French government stepped in and provided administrative jobs with local government and federal subsidies for other industries. Some in the community worry about the sustainability of this model and struggle to fill jobs in the service sector.
