When Adelphia bought eight Maine cable companies in October, it became the state's largest cable television provider. Adelphia will have spent $167 million by the end of 2002 to install 6700 miles of new cable, but it has taken its lumps. Windham and other towns have been impatient with its upgrade schedule, and cable's increasing popularity has produced consultants and attorneys for the towns. Details.
