"Business Maine." The Maine Economic Growth Council released "Measures of Growth 2002," finding the state's biggest successes (a consistent ranking in the top 10 states for healthy children, high voter turnout, community activities, a percentage of people living in poverty significantly below the national average, a decreasing crime rate, and a high percentage of disability employment) and failures (stagnancy in per capita income, research and development funding, and new product development; the high tax burden; poor educational attainment; and declines in lifelong learning participation and employer-sponsored training).
