Abstract

The Immigration and Naturalization Service is backlogged in issuing H-2B foreign worker visas that Maine inns need for their employees. Innkeepers like Cynthia and Jim Ostrowski say the $1,000 "premium processing" fee is "extortion," although the American Hotel & Lodging Association says the problem is really the INS's attitude toward processing visas of all kinds.
