Abstract

"Focus on the midcoast." Even after decades of decline in manufacturing around the state, the closure of Nautica Enterprises in Rockland came as a shock. Nautica's headquarters are in New York, and it operates a second manufacturing plant in Virginia. Rockland did not expect a problem until its Tax Increment Financing package expires in 2010. Maine may or may not be a supportive business state, but its unemployment rate is about 4 percent, and Rockland's is below that. Details.
