Abstract

"Capitol Update" piece on Gov. John Baldacci's tax-relief plan, the key provisions of which are the repeal of the personal property tax on business equipment and machinery, and an incremental increase in state funding of local schools. In presenting the proposal, Laurie Lachance, state economist, highlighted many problems with Maine's business climate, including the fact that the cost of doing business in Maine is 10 percent above the national average. Geoff Herman of the Maine Municipal Association said the plan would shift the tax burden to other taxpayers, including residential taxpayers. Meanwhile, on the budget front, Baldacci's proposed supplemental budget includes nearly $12 million a year in controversial revenue-raising provisions.
