Abstract
"Focus on Health Care" piece on Saco-based HomeHealth-Visiting Nurses of Southern Maine, under president and CEO Maryanna Arsenault. The agency was founded this month through the merger of Visiting Nurse Service in Saco and Community Health Service in Portland, forming one of the largest home health care agencies in the state. The merger was in direct response to federal cuts in Medicaid reimbursements for home health care. There has been a wave of closures, and agencies are looking for alternative ways to survive. With details on the merger, its difficulties and new efficiencies, and on how the 1997 federal Balanced Budget Act decimated the industry. In Maine, 30 percent of the agencies licensed to provide Medicare home care service closed.
