    Abstract

    "Capitol Update" piece on the state's unfriendly business climate. Gov. John Baldacci and the Legislature have created "Pine Tree Zones," which will provide incentives, including reductions in utility rates, to businesses that locate in economically depressed areas of the state. One continuing concern is Maine's high tax burden. Kevin Mattson, president of Winthrop-based Harper's Development, says the state should focus on its strengths, such as its good work force and telecommunications infrastructure, and not try to compete with other states with lower energy, tax, and health care costs.
