Abstract
Article questioning the ability of the Workers' Compensation Board to get its act together before Gov. John Baldacci lowers the boom. The board, composed of four representatives from organized labor and four from management, often reach tie votes, causing contentious issues to go into the courts for settlement. Baldacci has given the board until October of this year to resolve six key issues that he believes are hampering the state's workers' compensation system.
