Abstract

The Portland real estate boom of the 1980s began to collapse by 1988, as businesses fled overpriced offices for the suburbs. City Manager Robert Ganley formed Portland's Downtown District and the Downtown Portland Corporation to unify downtown businesses. They, along with the purchases of Elizabeth Noyce, are credited with putting Portland's newest real estate boom on a firmer footing. Details.
