Abstract

"Capitol Letter" piece discussing the dramatic reforms by New Zealand in 1989 in local and regional governmental authority, and suggest that Maine might learn and profit from New Zealand's experience. New Zealand, a country of four million people managed to reduce the number of governing bodies from 675 to fewer than 100. Maine, by contrast, has almost 500 governmental entities serving its 1.2 million people.
