Abstract
"Capitol Letter" piece on Gov. John Baldacci's flawed Dirigo Health plan, which requires employers to pay 60 percent of their employees' premiums, offer the plan to all employees who work at least 15 hours a week, and get at least 75 percent of employees to enroll, making the plan unaffordable for many small businesses. The Maine State Chamber of Commerce chose to support the bill, while the Maine chapter of the National Federation of Independent Business opted to testify in a split manner reflective of its membership's opinion.
