Abstract

"From the Ground Up" piece on the Legislature's partisan tug of war over Gov. John Baldacci's whittled-down, $80-million bond package. Republicans held firm to their $30-million bond ceiling. Baldacci then proposed a $55-million package that sacrificed road improvements and a $20-million economic development bond that included school renovations. The state is set to lose federal matching funds and the benefit of low interest rates by deferring infrastructure projects, even if this proposal is approved.
