Abstract

"Capitol Update" piece on Second District congressman Mike Michaud, who is working to craft legislation to establish the Northeast Regional Development Commission, the only area in the country without such a commission. The legislation would focus additional federal aid on communities affected by out-migration and high job losses. Despite strong support, Michaud expects it will be difficult to get the measure passed before Congress adjourns for the year.
