Abstract

"From the Ground Up" piece on a recent Associated Constructors of Maine (ACM) forum at which supporters and opponents of the tax cap referendum on the Nov. 2 ballot--the so-called Palesky initiative--argued their cases. Former Maine Secretary of State Mark Gartley spoke on behalf of Tax Cap Yes!, and public relations consultant Dennis Bailey spoke for the anti-tax cap group, Citizens United to Protect Our Public Safety, Schools and Communities. The ACM board of directors has opted not to take a formal position on Question 1, citing a lack of consensus among its membership.
