Abstract

"Capitol Update" piece on a proposal called Workshare, under which the Maine Department of Labor would expand the state unemployment insurance program to allow partial benefits for workers as an alternative to layoffs. The program would benefit both workers and employers. The legislative bill is still in draft form.
