Abstract
"Focus on York County" piece on two developers who are transforming former mills in downtown Biddeford. Doug Sanford bought the Biddeford Textile Mill, and Deer Isle resident Steven Sobol bought the Riverdam Millyard. The developers see a model in Lewiston and Brewer, municipalities that helped fund and plan parts of large mill projects. Biddeford has implemented zoning changes to allow for mixed-use development in the mills and has pledged money to fund the Heart of Biddeford group, which counts downtown revitalization as its mission. Sanford would like the city to offer tax-increment financing so he can build a parking garage. Sobol is focused on bringing his mill building up to code so he can lease out more space and break even. With details on efforts to close the Maine Energy Recovery Co. in Biddeford, an odoriferous presence that stifles development.
