Abstract
Article on the DirigoChoice health program, which aims to offer affordable health care coverage to the state's 136,000 uninsured residents. Erin Hoeflinger, president of Anthem Blue Cross and Blue Shield in Maine, the insurance company that administers DirigoChoice on behalf of the state, says the program has already exceeded her expectations. Others, like Bill Becker of the Maine Heritage Policy Center, believe the program has been a failure from the start. Since opening enrollment in January, the plan has signed up 5,263 members. Among those enrollees are employees of more than 400 Maine-based small businesses and 1,200 self-employed workers.
