Abstract
"From the Ground Up" piece on how the state has increased scrutiny of Maine "independent contractors," under pressure from out-of-state interests who say the contractors are "misclassified" and costing the state in lost tax revenues. The line between being an employee and being an independent contractor is blurred because different state agencies use different guidelines. It is unreasonable to expect general contractors to play the role of enforcer, and adopting legislation to transfer oversight from the Maine Department of Labor to the state Attorney General's Office, as out-of-state interests would like, would be wrong.
