Abstract
A look at how Fort Devins, Mass., was redeveloped when the military base was closed, with an eye to how Portsmouth Naval Shipyard in Kittery might fare if a threatened closure comes to pass. In just over a decade, Devins has already met 40 percent of the goals in its 40-year development plan. Maine's politicians are actively fighting the listing of three Maine bases, including the shipyard, by the Department of Defense's Base Realignment and Closure Commission (BRAC). Some redeveloped bases become more valuable because they contribute local taxes. BRAC communities are generally doing well when compared with average U.S. rates of unemployment and per capita income growth.
