Abstract

"Focus on Midcoast Region" piece by Alan Hinsey, partner in The Breakwater Group in Rockland, on a "public policy oasis in midcoast Maine." Hopeful signs include a midcoast Pine Tree Zone, regional economic planning efforts, and cooperation among local business groups and chambers of commerce. A concept called "Many Flags-One School" has emerged to discuss forming a center of higher education in the region. This visionary plan would be fraught with difficulties, but is a model of the regionalism that must occur.
