Abstract

"Newsworthy" piece on Don Smith of Oklahoma, who runs Quoddy Bay LLC, the company that wants to develop a liquefied natural gas facility on Passamaquoddy land in Washington County. In order to use a site that won't require approval from anyone outside the tribe, he suggested offloading cooled natural gas from tankers over three days, regasifying it, and piping it directly into a pipeline, obviating the need for tanks. The Split Rock site is too small to accommodate tanks and to use the traditional offloading method, which takes about 12 hours. Smith describes how he plans to talk to opponents and address safety concerns.
