Abstract

"Compass Points" piece proposing a 90 percent rollover plan for state government budgets, allowing department managers to carry 90 percent of remaining funds within their budget to the next fiscal year. Current budgeting rules require managers of general funds to spend their allotment within a fiscal year or they permanently lose the right to spend it.
