Abstract

"Compass Points" piece on how Maine officials have joined eight other northeastern states in deciding to reduce power plant emissions by 10 percent by the year 2020. Maine should send its own delegates to the Intergovernmental Panel on Climate Change, which is meeting in Montreal next month, and become the first state in the nation to endorse the terms of the Kyoto Protocol, which the U.S. has refused to sign.
