Article on Wiscasset's changing economic development philosophy, noting that the focus has shifted from an emphasis on external marketing designed to attract new businesses to an internal focus on managing growth. Last month the offices of town planner and director of economic development were consolidated into one position, now held by Jeffrey Hinderliter.
