Article on stormwater runoff in Maine, with a focus on Rockland-based Ferraiolo Construction. Steve Hinchman, a lawyer for the CLF, said the foundation got involved because of the disparity between law and enforcement in the stormwater arena. John Ferraiolo, owner of Ferraiolo Construction, said it was unaware of the rules governing stormwater until it received legal papers from the CLF.
