Abstract

"From the Ground Up" piece on how Maine's personal property tax on manufacturing equipment affects construction-related firms. Used equipment isn't covered by the state's Business Equipment Tax Reimbursement program (BETR) and so smaller firms unable to afford new equipment are unfairly singled out. According to the Washington, D.C.-based Tax Foundation, New Hampshire has the fifth-best business tax climate in the nation, while Maine is in 42nd place.
