Abstract
"From the Ground Up" piece on "so-called 'responsible contractor' legislation in Maine," which has been pushed by unionized labor in two successive legislative sessions, failing both times. The group turned to the Maine State Housing Authority, which enacted its own version of the proposed rules for MSHA-financed multifamily housing projects in the state. In response, Associated Contractors of Maine is backing LD 1943, "An Act Regarding Preferences in Bidding on Maine State Housing Authority Contracts."
