Abstract

"From the Ground Up" piece on the hurdles set by the pre-qualification process of certain large contracting jobs in Maine that effectively exclude local contractors from bidding. The large expansions at Mercy Hospital in Portland and the University of Southern Maine in Gorham both favor contractors who have built similar projects. Conversely, the Maine Turnpike Authority has worked consistently to avoid disqualifying capable local contractors in the pre-qualification process.
