Abstract
Casco Bay's Board of Harbor Commissioners is planning harbor dredging and increased mooring fees. The dredging will allow the harbor to take advantage of a wider shipping channel under the new Portland-South Portland Bridge, but will require the disposal of a million cubic yards of sludge, much of it dangerously polluted.
