Abstract

Details on a proposal by Gov. John Baldacci to freeze the property-tax values of land under single-family homes, with the requirement that the higher taxes be paid retroactively when the house is sold. The freeze would require a constitutional amendment and approval of two-thirds of both legislative chambers as well as by voters. Business people and many in the Legislature are cool to the idea. Some critics argue that the proposal does not address the state's over-reliance on property taxes and call the proposal a gimmick.
