    Abstract

    "Business Maine: Central & Western" on the city of Lewiston's "rain tax," noting that opponents of the tax recently said they would sue the city council for the right to circulate an anti-tax petition. The city adopted the tax, which assesses a fee based on the amount of water a property contributes to the sewer system, last June. City rules require petitions be kept at all times in the city clerk's office, a requirement that irks petition gatherers who want the ability to take the petition to the streets.
