Abstract
"From the Ground Up" piece on LD 1810, An Act to Enact the Informed Growth Act, which would require a company or developer seeking to construct a retail business totaling 75,000 sq. ft. or more to pay $40,000 for an impact study. The bill's broad definition of a "retail business establishment" would include hospitals, medical clinics, office buildings, and hotels, among others. Roxane Cole, president of the Maine Real Estate and Development Association, said controlling growth should come from comprehensive planning and zoning at the municipal level, adding that several developers already see Maine as anti-business and have located elsewhere.
