Abstract

"Capitol Update" piece on a legislative session that closed without resolving the issues of tax and health care reform, at the same time that state spending was increased in the two-year budget. The "good news" was the overhaul of the state's unemployment insurance program that created a $68.7 million tax reduction for employers.
